Provisional Licence

A provisional licence is for those individuals who satisfy all conditions with the exception of the 12-month engineering-experience-in-Canada requirement, that is, paragraph 33(1)4. Such a licence is issued for one year and may be renewed once for a further year to allow the individual to gain the required experience.

There is one restriction placed on provisional engineers given in 44(2)2: The holder must be supervised by a professional engineer and all final drawings, specifications, plans, reports or other documents must be signed and sealed by that supervisor.

A reasonable description of a holder of a provisional licence is:

An applicant which has satisfied all of the requirements for a licence as given in O.Reg. 941 with the sole exception of paragraph 33 (1) 4 may be issued a provisional licence. The holder of a provisional licence is able to hold a position which would normally be required (possibly by statute, at least in some cases) to be held by a professional engineer as long as the holder of the provisional licence is compliant with O.Reg. 44. (2) 2 which required that the holder is supervised by a professional engineer co-signs and co-seals all final drawings, specifications, plans, reports or other documents. Holders of provisional licences are not members of the Association. Holders of provisional licences are not allowed to identify themselves as "engineers" or "provisional engineers. The duration of the licence is one year which is meant to give sufficient time to satisfy paragraph 33.(1) 4.
